I have the honour to inform you that I have had
under consideration the question of Study Leave and to submit for your consideration copy of a draft amendment to General Orders
embodying my proposals.
2.
In this connection I would invite your attention
to your despatch No.62 dated 5th March, 1926, concerning the
grant of an extension of leave to Dr. McKenny and to your
despatch No.276 dated 26th August concerning a like grant to
26180 Mr. R. Hall, Assistant Government Marine Surveyor. I am of

opinion that the conditions under which such leave may be granted
should be defined.
3.
It will be seen from the draft amendment that it
is proposed to make a differentiation in treatment according to
the benefit which it is estimated will accrue to Government in
each case.
The cases of the officers in the despatch under
reference would of course be considered as coming with in the
first category.

My Executive Council agrees to the terms of the draft amendment and I shall be glad if I may have your sanction
thereto.
